Please explain your issue is in as much detail as possible.
The Federation's End system has two primitive civilizations residing on habitats. Unfortunately, there are at least two issues:

- If one of the habitats falls victim to the 'asteroid impact' event, it is removed and replaced by a barren moon.
- If one of the habitats is infiltrated and annexed, its districts are set to planetary districts, and it receives far more districts than it should be allowed. This habitat has 16 districts and is at -12 district capacity.

Steps to reproduce the issue.
1. Create a game where the galaxy generates the pre-defined Federation's End system
2. Colonize the system
3a. Wait for the asteroid impact event to happen, or trigger it using the console, and observe
3b. Annex a habitat using an observation post, and observe upon completion

Just a few more details! I took the screenshot of the bad districts as the game was paused, right after I annexed that primitive habitat. After a month or so the districts 'fixed' themselves — the planet districts were removed and replaced by habitat districts. However, there were still far too few jobs for the number of pops. More importantly, the capital building remained a planet capital instead of a habitat capital for the rest of the game, which meant I couldn't upgrade it to build things like upgraded research labs.
