Please explain your issue is in as much detail as possible.
I am unsure whether or not this was a design choice or not with the portrait, but Toxoid #08 seems to be missing a sleeve on all outfits (see two attached images). Nothing game-breaking, but as someone who spends too much time in the empire creator, very irritating.

Steps to reproduce the issue.
Launch game.
Go to empire creator.
Select Toxoid #08.
