Please explain your issue is in as much detail as possible.
For a few games now, I have been noticing a wave of pops that will show up all at once in my planets and habitats as ruler class pops when all the ruler class jobs have already been taken. I can tell that these are newly spawned pops as a part of natural growth but don’t know why they are all converting to ruler class when there are no ruler jobs available. I am playing as a void born origin with merchant guilds civic.

Steps to reproduce the issue.
Play a void born origin with merchant guild civic. The starting straits for my species was intelligent, thrifty, rapid breeders, nonadaptive, and unruly. The issue seems to pop up well after the beginning of the game, but before the end game hits. Usually around the 2300’s.

I will investigate on this issue a little bit, i think what is happening is that the new born pop will steal the ruler job and then the previously employed ruler job is pushed into unemployment
