Pop migration fails after a time.

Please explain your issue is in as much detail as possible.
Beyond a certain point, the game stops recognizing that you can grow pops without an example being present on the planet- as in, it stops recognizing that migration is a thing even if that species is set to "no migration controls" and thus should be growable anywhere in the empire. The tipping point seems to be about fifteen-to-thirty different species, but I haven't isolated it for certain, that's just around the point it breaks. Most of those are three-to-six pops each and unupgraded, barely worth noting; but they still wreck the mechanics fairly well...
Note that I've set all pops to migration controls enables, with intent to disable those controls on pops I do want spreading, to see if that fixes the issue. It's an ironman game; I can't just fix it with console commands.
Further note: Helps if I attach the right dang game save... lol...
