Yes, but this is a vanilla bug.

Please explain your issue is in as much detail as possible.
When the Surveyor relic is activated, it can add a planetary feature to a planet in your borders. However, this feature is generated without a name attached to it.

Steps to reproduce the issue.
Activate the Surveyor, then look at the planetary feature it made.

I think the issue here is that this type of planetary feature was never intended to be created on a habitable world - a check should be added to the event that creates them to exclude habitable and terraforming-candidate worlds.

This bug must be pretty old, happens on console edition as well.
