As Designed Stellaris - Planet automation doesn't work

The likely cause of this is if you have an energy deficit - Planetary Automation will pause and not build anything that you cannot meet the upkeep for, so if you have negative credits per month it'll stop entirely.

Thanks for the comment, but in this save (which is the same gameplay as the first but just a few decades later) my balance is in surplus, everything is in surplus but nothing is building.
All planets have automation on, shared stockpile has 13K resources, sector automation is ON.
Can you please take a look at this save and tell me what I'm doing wrong and why it won't build so I can know for my next multiplayer session.
I'm on a slightly-different-from-live internal build, but the save appears to have -32 energy credits per month. (You do have a massive stockpile, but it's deathly afraid of monthly deficits. Basically, it doesn't want to risk making the economy worse.)

I set up a monthly trade of 100 food, and the next month automation happily took over building on Lucretia, upgrading your Hive Nexus.

Hmm, when I load the save game, he has a monthly income of 300 energy credits.

I'll take another look in the live branch then.

Edit: Ah, I was looking at the first save. In the second, Y'Tari Vak and Corrosion began building things when I put them into a sector (and then put that spare governor in charge of it, but that's not specifically necessary). Planetary Automation currently requires that the planet not be in the Frontier Sector, maybe I can find a way around that (or at least put up an alert if it's not working because of it).
