Philosopher King doesnt work properly

Please explain your issue is in as much detail as possible.
I think philosopher king is bugged.

The Problem is - its RNG - but thats still a problem.
Some days ago i was like: "hey this could a cool thing for regular RP Runs or so". Then i started it.
My 4 of my 6 leaders got negative traits (3 researchers, 1 science ship and 1 governor) at level 2. And i was like: "wait a sec... shouldnt this doesnt happen that often with philosopher king?" Because it was not even 10 years after start. i got suspicious.

So i restarted the whole thing. Again: Before 10 years i got MANY negative traits for my leaders. Then i changed the civic and regularly played. In the first 10 Years - only 1 negative trait.

After this part: Something cant be right.

Then i started 10 games with philosopher king and 10 games without philopher king. They were mostly the same. I stayed with 5 researchers and 1 governor for the first 10 years.

And i counted this:

Games with philosopher king:
60 leaders in total
32 negative traits in total


Games without philosopher king:
60 leaders in total
23 negative traits in total

Because its RNG i dont know if i had bad luck or is there something wrong with the code? But - especially since philosopher king should lower the rate of negative traits, simply highered them in my games.

I also think philosopher king should get an overhaul,also aristrocatic elite. But thats another topic.

Steps to reproduce the issue.
Start the game and recruit leaders.

Yea. But it doesnt seem it work properly.
It feels like the 'Chance' of getting minus traits is just displaced and not lowered...

Lemme try to explain it:

You have 10 Persons and each person gave you 10% chance of a negative thing.
3 of them have change lowered to 2% of getting one.

But instead - of deleting the missing 8% per people, these 8% is swapped to the 7 people.

Which means instead of having a total 76%. You still have the amount of 100% but its just rearranged to the other ones.

Well, the level up event is coded in leader_events_1.txt, and they're all separately coded, so I don't see how such an effect could occur.
But at the end of the day it's of course not on me to decide whether an issue needs to be looked at.

I just feel like you're basing your assumptions about the system on a very low sample size, especially given that the effect only affects a small amount of portion of your leaders. Like, in the screenshot that you attached you have one governor and at least 4 scientists. Whether that Governor can get negative traits or not is only going to be a small influence on the overall picture, which will vary greatly until the sample size is large enough to normalize the numbers.
