Please explain your issue is in as much detail as possible.
I conquered a territory and released it as a vassal. I noticed the new vassal's empire capital had a criminal syndicate present, so I built an Overlord Garrison and stationed a bunch of armies on the planet. There has been no reduction in crime.

Steps to reproduce the issue.
Load attached save file and check the world named Marbell in the Teary Mote. Armies are stationed there, as well as an Overlord Garrison, but the crime reduction is not present.

Can confirm this bug, it appears the garrisoned armies actually ADD crime instead of SUBTRACTING it. Planet with 78 crime ended up maxing at 108 crime after landing armies. Landed and embarked multiple times to confirm the armies were the culprit.
