Stellaris organic paradise

Does anyone know how to build this organic paradise?

U get it with the paradise dome tech but there is no way to build organic paradise (more housing and jobs)


Also fleet manager is broken

Buggy, instead of refilling -> new random fleets

or sometimes i get free ships far away not in my system (friend)

Organic paradise is building only for Rogue Servitor. It's bug that it appears in tech for normal empire

How do you build the paradise dome or is that only for Rogue Servitors as well?

Edit - oh wait it must be an upgrade for luxury housing
