Please explain your issue is in as much detail as possible.
Im (Tier 2 crisis) currently in a war with a driven assimilator crisis( unkown tier) and they dont gain any war exhaustion.
When i take a system theirs shortly goes up by 1% and then back down since its not "occupied" also they lost alot of ships but are still at 0%.


The mods i use are Mass Effect animated Portraits and Prescripts(Archievment compatible) and Mass Effect Graphical Assets for Portaits and Flags,.

The issue still persists when i load the save without any mods.

I don't think that is a bug. Gestalt Consciousness get -20% war exhaustion. Then there are additional techs for further reduction and there is a crisis perk, which gives you -75% war exhaustion. So your opponent could have -100% war exhaustion.

is that intended since it could lead to a never ending war if both sides have that.

If they are supposed to have 100% reduction then i found another bug, They did get 12% occupation when i bombed one of their planets to a tomb world.
