Please explain your issue is in as much detail as possible.
Upon fully purging a planet of pops, the Contingency is supposed to assimilate the world. With the new purging, however, the Crisis can purge two pops per month. The problem comes when there are two pops left on a planet, and they get purged. In this case, rather than assimilating the planet, the planet simply becomes uncolonized. I don't know if this happens with the Scourge as well, although I'd assume so. In the Scourge's case, however, they can colonize habitable worlds, whereas the Contingency can't. This problem becomes extremely obvious if you mod the purge speed from 200 to a higher value, like 1000, since instead of every 2 planets (on average) avoiding assimilation, 9/10 planets do.

Steps to reproduce the issue.
1. Get the Contingency
2. Let them take some planets
3. Observe that upon fully purging some planets, they become decolonized rather than Contingency worlds

The prethoryn really empty all planets and recolonize them after. But i believe it always has been like this an this is no issue anymore since the purge is now faster. The contingency however really has a serious problem... It is great that they now successful purge, but without taking the planet they are still severely weakened.
