Odd Factory job priority

Please explain your issue is in as much detail as possible.
When a new population is grown on a planet with the Odd Factory feature, while playing an empire with two species, a non-slave species kicks the slave species off the Odd Factory job and other populations won't fill any free jobs until a job is closed and re-opened, or its priority change and defaulted.

Steps to reproduce the issue.
• Have an empire with two species, one enslaved species and one not (e.g. Syncretic Evolution origin).
• Colonize s planet with the Odd Factory feature and have one of the enslaved species work it.
• With a specialist job open, grow a new population from the non-enslaved species.

When a new population is grown on a planet with the Odd Factory feature, while playing an empire with two species, a non-slave species kicks the slave species off the Odd Factory job and other populations won't fill any free jobs until a job is closed and re-opened, or its priority change and defaulted.
Note that if you have two pops of the same species on the planet, it's often the case that the Odd Factory job will take one pop -- demoted from Specialist (Colonist) to Worker -- and render the other pop unemployed.

That event is just buggy, and it's possible to see the bug even with no slaves.
