Please explain your issue is in as much detail as possible.
Play as empire with Subtle Interference. Have a system with primitives and planet (maybe also works without planet - I register this only in one case yet). Colonize planet and build observation post over primitives. Get the system and planet occupied by invaders who have access to aggressive observation. Reclaim system. Now your outpost is in Aggressive Observation mode - you can switch it into passive tho, but I got a feeling this is not how it should work
