Please explain your issue is in as much detail as possible.
Hi,

I cannot build a Luxury Residence building. It is not available on the colony building list.
It is really showstopper preventing my colonies to grow.

In the other hand, I can build several shrines. It was not possible before the release.

Hi, thanks for the report. This is not actually a bug: you can't build luxury residences on habitats (as per design).

How to increase the population on the space habitat if there is no space for further population?

You could try replacing some other district(s) with habitation district(s) and get the missing resources (like amenities) from buildings.
