Normal Fallen Empire is conquering planets after I took ALL of theirs

Please explain your issue is in as much detail as possible.
I went afk from my keyboard for a second after destroying a fallen empire, taking all their planets and ending the war (pretty sure, I did because I took all their planets). when I came back the fallen empire (not awakened, still has the empire in decline [Unable to conquer or colonize planets] civic) has somehow come back and swallowed up a decent part of my vassal empires with one of their 56.6k fleets that must have been leftover. It has 13 planets right now. I am playing as a level 4 crisis empire right now. I could easily wipe them out again but something definitely isn't right. playing on ironman

Steps to reproduce the issue.
Declare war on fallen empire using crisis destroy casus beli.
takeover fallen empire

Fallen empires and awakened ones have big issue. They send their fleets out and dont care about their homesystems (especially if the other side has more fleetpower). So this 60k fleet went onto a journey into ur vassals. Meanwhile u took their planets, but until then they had already taken one of ur vassals planets, which prevented their dead and enabled them to continue. I assume u did a total war? Thats the only way for an fe to take territory.

They have a civic that specifically stops them from taking your planets, this should be unintended then right?

It is you who declared a total war. Total wars always work in both directions. It would be really weird otherwise. The fes are special. They themselves are also able to declare basically claimwars (they just dont make clsims) on purifiers, what no other empiretype can.
