No event when Quantum Catapult is built [3.4.3] [9d15]

Please explain your issue is in as much detail as possible.
All Megastructures are meant to have events for each stage when built, but the Quantum catapult has none for the first stage. Besides the flavour they provide, it's also the only notification you get when you can build the next stage. There are events for stages after the initial site, but the first stage also needs an event.
Steps to reproduce the issue.
From this save a QC will shortly be built in the Busim system.
