Please explain your issue is in as much detail as possible.
Received a notification from my hired mercinaries that they are recalling their fleet because their home station is under attack. Went to their home station expecting a stray space amoeba, instead found the fleets of the Ogi-Nollox Hive, a fellow member of my federation, indeed attacking my mercenaries.

Steps to reproduce the issue.

Update: the Ogi-Nollox Hive are now also killing caravaneer fleets. I think they are becoming the crisis? It seems weird that they are still a member of the federation. It is a hegemony, so I suppose they cannot just quit.... something still doesn't seem right.

Yes, as soon an empire picks that perk it starts to attack neutrals in order to accumulate menace and rank up in crisis stage.
