Please explain your issue is in as much detail as possible.
Not sure if this is working as attended, but habitability on hive worlds remains at 100% even when the habitability malus from permutation attendant drones should drop it below 100%. Based on the numbers displayed it should be at 96% habitability. I also consoled in 30 more industrial districts just to make sure there weren't some habitability bonuses that the tool tip wasn't displaying, and habitability remains at 100% (see screenshot). I've also let the month (and year) tick over.

It appears to work as intended on non-hive worlds.

Steps to reproduce the issue.
1. Be a hive mind on a hive world
2. Take permutation pools
3. Build the mutagenic permutation pool on a world with enough industrial districts to drop habitability below 100%

It is intended, because Hive Worlds are considered Ideal Worlds for Hive-Minded species. Ideal Worlds always have 100% Habitability for species that can live on them.
Gaia Worlds, Ecumenopolises and Ring Worlds are also Ideal Worlds, so you can see that same behavior for them as well.

If you look at the tooltip more closely, you'll notice that the total habitability is not really 96% but -4%:
+25% (5 times +5%)​
-29% (-2% and -27%)​
