No, that's not how it works. This also has achievements, after all; the "goals". There are two differences. First of all, Cookie Clicker allows you to change how the game works through your actions, increasing the rate at which you progress, and doesn't just rely on infinite mouse clicks. Secondly, the relation the goals have to your actions is so small as to not generally by noticeable.Cookie clicker was only fun because it had achievements.
They could add emails nagging you to come back to the game, saying things like "your crew needs you".

I really think they should have looked at the Mandate for inspiration for advertising mini games.
