They're silicon-based; T'Pol mentions in one episode that they have a crystalline composition. They also prefer scorching hot environments and will literally freeze and shatter if they're exposed to "normal" temperatures for too long.

It's really silly how giving the keys to the mafia makes your worlds MORE productive and is something you actively want to do.

its quite realistic from this point ; too bat it ignore a significant hit on happines, and should degrade overtime in an heavy hit on happiness and trade value soaking ( since mafia want the money) . but at the moment seems a "perfect utopia mafia" kind of solution .

It's the kind of deal that any authoritarian should salivate over. Plus, authoritarians get a deniable resource to harass and oppress their opponents with, and since the govt doesn't answer to the people basically at all, it's a win win.

i think the point of the measure its that you just accept the crime lord presence, he stop making ruckus , you stop looking for him . you alow him to oppres and making ppl live in terror of "talking" . its not about buying out the crime lord :p

Only because they had no mechanic to penalize this decision with.
Now they could easily turn it into somehing like:
-10% Empire Sprawl Contribution for the planet
-10% Stability

On the other hand, the mafia in Sicily found itself at odds with Mussolini's government because the Italian fascists didn't want to share power at all.
On the 3rd hand, Fascist Governments tend to be among the most corrupt and inefficient (both of wich, Crime could simulate). The crooks simply are in the Government, mostly.

Depending on the flavor of fascism, it wouldn't be corruption in the strictest sense of that term. If Dictator A says that Lackey B can be Head of Scallop Head Enterprises, and Lackey B charges people $1500 energy credits a plate to lobby him for contracts, it's not corrupt if the ruling principles of the fascist government say that the Dictator's polices are, by definition, the law.
