The opposition confuses me a little. Arctic planet dwellers like ocean as much as tundra world? Humans deal better with complete desert planets than wasteland planets?

The difference between Russia and a Tundra world is the difference between -10 degrees C and -100 degrees C. Besides, even the northern most peoples on Earth don't go out and farm while there is a huge blizzard. They get what food they can while the conditions are good, and hoard it so they have food while the conditions are poor. A species that can survive on a true Ice World needs to not just be able to build a shelter and weather the storm, it needs to be able to thrive in that environment. Russians don't cut it I'm afraid.
