Please explain your issue is in as much detail as possible.
I noticed my capital sector wasn't spending/building at all, so I checked my sector automation. The communal resources pot for the whole empire was negative. I have fed it minerals and energy, at which point the pot briefly goes positive, and then jumps negative again, with no sign of where these resources are being spent. The point at which it seems to go negative is when I colonise a new planet.

I have the ring world origin if this matters.

Steps to reproduce the issue.
Start new game with ring world origin. Set automatic sector controls in F4 tab.

Colonise a new world, and check the communal resources entry - see how it goes vastly negative.

I might have some idea of the cause for this issue as it happened to my mp game as well. Made some checks and it seems that the sector is attempting to remove blockers from planets that they haven't learned to remove yet - Ending up starting and ending the project constantly as long as there is resources left in the pool. This also seems to not care about the resource limit as it will always assign every single clearing project there is on each of the planets in the sector. See below screenshots for clarity.

1. When adding resources to the sector and letting time go, the planets seem to be starting and cancelling a building project. In this case it is assigning a queue of jungle removal.

2. Cancelling the queue let's us see in the tool tip that we don't actually have the technology to cut down the jungle.
