Please explain your issue is in as much detail as possible.
First of all, the only mod I am using (I did disable it just to follow protocol) is a 1080p ui

So yeah, the issue arose when I made a mercenary enclave using as little alloys possible - Empty cruisers (without ftl)
Obviously if you rent that fleet you cannot move it, more interestingly though, during the past 60 years the enclave built new ships when I upgraded their naval cap, which you do not get when renting their fleet, you are always stuck with the initial 13 cruisers which do literally nothing other than being able to go sightseeing in the enclaves system. The fleets never do merge.

Steps to reproduce the issue.
Have merc enclave limit higher than 0, build ships without ftl and create an enclave out of those ships.

- Easiest fix would be to just create a check for hyperdrives to be able to create a merc enclave.
