As with others, the worst of the stuttering was late game where it jumped significantly. Refugees entering your system and the Khan breaking up seemed to cause major stuttering issues too, so perhaps it is connected to pops?

whenever i pan the map around, no matter the zoom level, the game stutters and feels jumpy. it only happens on fast and fastest speeds, never had this issue before in about 400hours of play.

Stuttering from the outset while zooming/scrolling, especially visible on fast/fastest speed (does not seem to happen on paused). No mods installed, all DLC, did not happen before 2.2.

I also think the day counter moves slower than previously as well.

I also have this issue. Playing on lower speeds reduces the motion-sickness because the days pass slower, but the stutter is still noticeable. Avoiding panning the map while the game is un-paused helps a little bit, though the entire interface suffers from the stutter as well, so it's still frustrating.

Fairly certain this is connected with global populations.

(In 2450)

Tiny galaxy with few small empires = no stutter.

Massive galaxy with few small empires = almost no stutter.

Tiny galaxy with lots of empires = tiny bit of stutter.

Massive galaxy with lots of empires = unplayable.

Obviously all within the boundaries of everybody's CPU/HDD setup. Is there anybody here whose experiences differ from the above?

While this topic is more concerned about what causes the stuttering, i want to jump in and talk about the technical reason:

Single Core Calculations.

Both GPU and CPU are at or below 20% usage in my current game. Yet i seem to have drops from 60fps down to low single digit values whenever i do anything that involves ships moving.
Checking further i watched all the cores and noticed that Stellaris only used one core. All the others where stuck idle.

As soon as the core goes below 100% usage, the game jumps back to 60fps.
Note: The Core in question was not even one of the physical ones, but a simulated HT core.

So, whatever is causing the slow downs really tries to hit one core hard and ignores all the other cores. In times of cheaply available 8-16 core machines nothing should only run on one core.
A game like Stellaris is a prime example of easy multi core support. So many things that can be split and offloaded to different cores,...

Are all players with this stuttering have i7 (or better) processors of the later generations? Interesting how these single-core powerhouses are not able to hande stellaris... This is the only game my 7700k cant handle properly on the processor-side.

No amount of awesome processor will handle a game that only runs on a single core. Even on my pretty old 4th gen 4790K this is almost cutting the performance down to 1/8th. For a current gen chip it will be 1/16th. I did not notice these drops before 2.2, so i did not check if Stellaris always only used one core, but honestly i can't remember the last time i saw a game that did this. There is no reason to do it either. Even now, when i just start a new "hello world" program, it will execute on all cores out of the box. Pretty much all modern languages have basic multi core support build in, without the need to code anything special.
You actually have to go out of your way and add specific code for a program to run on a single core only. So i am pretty damn sure this is not the intended behavior. ;-)

Yeah, I'm seeing pretty significant stutter connected to the numbers of pops. I think it's because the new population systems makes it super hard on the cpu since one of my cores is almost constantly maxed out when I'm playing Stellaris.
