Please explain your issue is in as much detail as possible.
Playing a fanatic spiritualist empire, late game, an empire I took over had ~5 robot pops iirc. I had almost 3000 organic pops across 136 planets. I notice purge isn't an option, so I set robotic pops to outlawed. The game freezes for a good 15 seconds and then I discover I have a machine uprising and have lost over FIFTY planets to the 5 robot pops that rose up. Which seems a little absurd.

I mean, no problem if I have a machine uprising that affects planets that actually have robots on them. That's totally fine. But it should be impossible to have robots take over planets that don't have robots on them.

Steps to reproduce the issue.
1. Create a huge empire with with all organic pops.
2. Conquer a planet with a couple robots on it
3. Ban robots
4. Watch as a couple robots from a backwater moon somehow magically and instantaneously take over ~40% of your empire
