Machine empire cannot protect against piracy from other empires [v2.2.7] [b1a8]

Please explain your issue is in as much detail as possible.
When playing as a machine empire/gestalt consciousness (that cannot create trade routes themselves), building gun/missile batteries does not mitigate piracy stemming from trade routes that *other* empires make.
About the annotated screenshot.
Red = Shows the trade route I'm assuming the organic empire has made
Green = My station that should be mitigating piracy
Purple = Shows that my gun/missile battery has no effect on piracy mitigation
The enemy fleet in the Kastaba system is a *machine* pirate fleet. This makes absolutely no sense.
The pirate fleet should never have appeared to begin with because of my starbase in Zedran. But if piracy does get bad enough, I think that an organic pirate fleet should be spawned instead. It's the organics that are doing piracy, not the machines.
My only mod is a UI mod. Has no effect on anything else.
Steps to reproduce the issue.
1. Play as machine empire/gestalt consciousness (I play as determined exterminator)
2. Make it so another empire's trade route goes through your territory
3. Build starbases with gun/missile batteries and see that they don't mitigate piracy
