Lost pop growth on Ascension v3.4.2 (7836)

Please explain your issue is in as much detail as possible.
Ascensions like "The flesh is weak" add pop traits, completing the project creates a new template with cybernetic and converts all existing pops over to it. It fails to update currently growing pops.

When a pop template has 0 pops in it any planet currently growing members of that template stops growing pops for a month losing all pop growth progress.

But if the pop template still has members elsewhere then the old rubbish pop template contines to grow.

What should happen on completing the project to turn pops into cyborgs/psychics/etc is that currently growing pops are switched over automatically to the newer template, not losing months or potentially years of growth. Also it's annoying for old rubbish pops to continue to grow... especially annoying if they require several rounds of genetic modification to convert them into the new templates, or changing policies to stop them from automatically growing.

(And if this is still broken then I doubt the bugs around changing the default templates to assimilation have been fixed either so I'm scared of even touching that entire system for fear of completely breaking the save again like I've reported several times in the past... although if I remember correctly that was more of a problem with xenophobes purging everyone after assimilating them so I'd need to test that on a new save)

Steps to reproduce the issue.
1. Load the save "About to lose pop growth.sav"
2. Look at the pop growth on planet 'Fleetcairn'
3. Pop growth is lost and the pop is idle for a month before starting to grow a random pop
4. Planet 'Collodor Prime' continues to grow the old, non-cyborg pop as members of that template exist elsewhere
