Lose influence if building starbase and someone builds it before you

Please explain your issue is in as much detail as possible.
When builidng a outpost and someone else is building one at the same location and finises it before you you do not get a refund on the influence

Steps to reproduce the issue.
same as above. Note forcing you to attach files always isnt ideal.

The 3.0.0 patchnotes mention sth about refunding ressources, if a construction is stopped, as bugfix. However i dont know if this bug was meant.

I have a feeling this is now fixed not 100% sure.
