Stellaris loading very slowly or not at all

Stellaris won't load on my laptop. Usually, after clicking play, I get a black or white screen which, when clicked, says Stellaris is not responding and crashes.

Sometimes the game loads after 20-30 minutes. Sometimes it does not.

While on the white screen, task manager shows that it never uses more than 20% of the CPU- approximately the same as the splash screen. No sound is played.

Things which do not work:
Running as administrator
Verifying game cache
Changing to windowed/borderless/fullscreen/different resolution
Restarting PC
Restarting Steam
Unplugging second monitor
Deleting local content in the documents folder
Forcing integrated graphics (this shouldn't be able to run Stellaris anyway of course)
Forcing NVidia card
Closing all other programs
Hitting head on desk in frustration
Updating graphics drivers
Reinstalling the entire game
Contacting Paradox support (who told me they couldn't be bothered helping and I should ask here)

No I didn't, I gave you a detailed series of steps to start to address your problem.

I also addressed your comment about how to register games here. That was not at all saying you should ask here.

That was a different member of your "support" team who I'd previously contacted (and had to reopen the ticket myself). Calm down. It's useful to know that this is the level of professionalism I can expect from all Paradox staff though, thanks.

Same problem here.
It also happens in EU IV an HOI IV. They worked some time ago - all three of them.
The game is starting but not loading. There is loading progress although every time I switch tasks...
When I reach the main menu, I can't do anything at all there.

Now it works apparently. At least on my PC.
