Please explain your issue is in as much detail as possible.
Subject Computer(vassal) don't want to buy rare resources on market. So if he has technologies for ships with rare resources like Ero or Dark Matter - he will never build fleet if he doesn't have native sources for this resources. Even if he have full storage of other usual resources (I've donated him a lot resources and therefore fullfilled his storage).

Steps to reproduce the issue.
Get and research technology for ships with dark matter needed for example. Create vassal. Send him all resources he need except dark matter. He will never buy dark matter on market even with full storage of other resources therefore he will never build battle fleet.

Thanks for reporting, AI market usage still on the todo. AI will not build ships that cost upkeep for which they dont have an income at the moment

If you give them monthly dark matter they would probably start building the ships, you could try that!

I think the larger issue here is that the AI doesn't appear to 'downgrade' to ship templates that only use resources they have income for. The AI should be building SOME kind of fleet.

AI should be only putting on components that they have the rare resource for, however, there was a bug with the nanite repair system where they would add it even though they did not have any nanites.

If you switch over to their empire is this the case? Or is there another module that is blocking their construction?

That solution does not work for awakened fallen empires. They never change their ship design. Like they never upgrade a single starbase even after having lost all starbases or at least all the ones with shipyards.
