[Lem v3.1.1][22a5] Auto-Curating Vault & Citadel of Faith are not accessible with a Planetary Capital

Please explain your issue is in as much detail as possible.
The Auto-Curating Vault and Citadel of Faith buildings clearly state in their tool tip that they require a Planetary Capital to be built.
In reality you can only build these buildings if you have a System-Capital-Complex (which is the Upgrade to the Planetary Capital).

I suspect that the tool tip is correct since all other buildings of this type (the research institute for example) also state that you need a Planetary Capital, but actually function this way.

The Vault of Acquisition and Alpha Hub buildings may also have this fault, although i didn't test these two.

Steps to reproduce the issue.
Try to build any of these 2 buildings on a planet that does have a Planetary Capital.

The tooltip is accurate for machine empires; you can build the building with the 2nd tier capital, because has_fully_upgraded_capital does not actually check for a fully upgraded capital for machine empires.

edit: based on the past patches, it looks like the behavior for regular empires is what the devs intended (since the stricter requirement was added intentionally) and the tooltip wasn't ever changed to reflect that; then probably the machine empires were intended to be stricter too, as it was in v3.0.3 (I think).
