Stellaris launcher won't run

It is, yes, I MAY have one other case like that. You could test that for us please by making a new Windows user with a plain alpha name, and see if it has the same issue. thanks!

Username is simple - Zhar, no special character or non-latin letters

Go to the folder where Stellaris.exe is, and find the file launcher-installer-windows.msi .

Please right-click on that .msi file and choose Troubleshoot Compatibility. Hit Test the Program, Cancel, Yes, Finish, Next. Save the changes that process suggests, then Close. Now manually run that .msi by double-clicking on it and run through the install; if it wants to remove the launcher do that, then run it again to install it.

Does that help at all?

We've tried this some posts ago. Didn't help.


Please, provide me with all paths to launcher and stellaris files to delete them by-hand, including registry entries, so i can try to do clean-reinstall.

Also, what KB required for Windows? What software like msvcrt2019 and so on?

I'm not aware there are any registry entries to remove.

Stella only installs in the Steam-Stellaris and Documents-Stellaris folders.

Launcher folders:
- C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/
- C:/users/<UserName>/AppData/Local/Paradox Interactive/
- C:/users/<UserName>/AppData/Roaming/Paradox Interactive/launcher-v2/

The game installed on D: drive (where steam is), not on system C:

The only log is in Local\Paradox Interactive\launcher-v2. Attached.

HAHA, found a solution Guys

i also had the Problem that the Launcher couldn't do anything because it was on a diffrent Drive
so i found out you can tell Windows where it should install new Programms in the RegEdit (what you have to change is highlighted)
and now Steam installs the Stellaris-Launcher directly into the Gamefolder - and that works fine

now i can finally tell the Launcher to start the game in Windowed-Mode and i can actually play

maybe this helps the Tech-Teams too

Didn't help either. Launcher was unable to get intalled into Stellaris game dir (d:\games\steam\...\stellaris) even after PC restart.
But i like your idea!

i guess you tried it by deinstalling the game completly (every single directory)?

Nope, i'll do it tomorrow.

BTW, i've posted your findings in https://forum.paradoxplaza.com/foru...aradox-launcher.1254011/page-10#post-25991853 so if it can help someone else. It'll be cool if you found a bug, that paid developers and testers didn't even think about.

Ok, tried change paths and to reinstall the game - result is the same - launcher won't start, bootstrapper cannot start launcher.

So far as I know nothing's wrong with your Stellaris. Stellaris does not start the launcher, Steam does. The question is what is wrong on your computer or with the launcher that is causing the launcher to fail to install and run successfully.

I assume you are still getting these errors?

Try making a new Windows user, and log into Windows as that. Then install Steam and Stellaris, run Steam as the WIndows Admin user as before, and see if the launcher will install and run okay then.

Update for those having launcher issues still. I fixed my Stellaris issue as posted somewhere earlier and then HOI4 and PA failed as well.

Andrewt it appears it is the dowser.exe file. What low-level security system files is it trying to access without the proper permissions?

For HOI4 and likely all of the games you need to give the dowser.exe file run as admin access and set for all users.

I was missing my settings..json file in PA and reverted back to get it reinstalled. Both work fine now.

I suspect it is that specific file causing most of the issues for all of us.

This was posted in HOI4 but not everyone looks there.

That I don't know, but one of the successful measures it to run the game from Steam when it is Admin user, so that might explain that.

That's certainly not universally so, nor even widely so. Why that was necessary for you and no doubt some others I cannot say!

No, i've even disabled windows antivirus.
Did anyone in dev team tried to reproduce problem? I might provide access to PC via teamviewer or by running debug tools if you can provide any.

Well clearly neither the devs nor QA see this problem as they run this game and launcher, and do reinstalls, every day. I'm not sure what extra they'd need to do to try and duplicate your finding, do you have any thoughts on that? Without a duplication scenario different from what they already do it's hard to see what we'd be asking of them.

I had the same problem as wedlor.I started the game on steam and nothing happened.
After reading this post, I went to check the log, and the error message is exactly the same as Wedlor.
When I queried the solution, I found that many people encountered the same problem and did not solve it.
By the way, I did it according to your instructions, but it didn't work.
