Please explain your issue is in as much detail as possible.
There is a problem may be related to the game launcher - when exiting the game or closing the launcher without starting the game, the game is still shown as running in the Steam library. Clicking the "Stop" button in Steam shows that the game is stopping, but nothig more will happen. The only way to stp it - to close Steam, but it's needed to use the Task Manager to end the Steam process, because the stuck game stop will prevent a normal exit from Steam. In the Task Manager, neither the launcher nor the game processes are shown anymore.

Steps to reproduce the issue.
1. Start Steam
2. Launch Stellaris
3. Close Stellaris launcher without starting the game / Or start the game and exit then.
