Neighbors aren't evaluated properly.
I attach two screenshots (one mine, another from a different person) of a neighbor mapmod (every green country is considered to be a neighbor for some reason). There are no gateways/wormholes causing this issue.
While this issue may look innoculous, this bug has a noticable negative effect on the AI. Normally countries get "End Threat" CB only on neighbours and since the bug causes everyone to be a neighboru of almost everyone Purifiers/Exterminators frequently end up stuck in a war with people across the galaxy (the game still thinks they are "neighbors").
This has negative effect on diplomacy (a lot of interactions require target not being in a war and the war against a purifier across the galaxy has hard time ending) and AI behavior (AI isn't allowed to colonise during wars).

Steps to reproduce the issue.
Open a game with discovered and populated galaxy, open neighbor mapmode, check neighbors of countries.
