Steps to reproduce the issue.
If hosting a multiplayer lobby and a human player uses Lost Colony or Imperial Fiefdom, then the A.I. spawned will show no fleets or starbases.

Didnt sth like this already happen before with scions fe overord, which spawned while fe settings at gamestart were set to spawn 0 fallen empires?
Did u set advanced empires to 0, before starting ur mp game?
