Description
Industrial districts bugged

Game Version
3.4.3

What version do you use?
Steam

What expansions do you have installed?

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
Industrial districts sometimes do only artisans or only metallurgist. It varies planet to planet with no indication to what triggers it. These jobs also can switch during gameplay (so the artisans are suddenly metallurgists and vice versa) but it's always 2 of 1 job instead of the 1-1 ratio. I have removed all the mods. Deleted every trace of Stellaris on this PC. Unsubscribed all mods. Reinstalled Stellaris. Started a new game with no mods nothing. Within 30 years jobs are bugged. I did this process 3 times. What I find odd is that I seem to be the only person to have this issue even though there cannot be any outside factor interfering with the game anymore since its all deleted (the workshop folder, the documents folder, the game folder). It's also not the first time I had this issue. It also went on for a bit during the end of 2020 but after a patch it was gone for a bit. I added screenshots as proof and whatever you need I can provide. The immense impact this has on economies (cause it happens to ALL empires not just the players) make the game unplayable atm (some empires end up with massive alloys and no consumer goods and vica versa). I did alot of research myself since i understand the coding but i got no clue anymore as to what causes this. Please help me Obi-One..

Steps to reproduce the issue.

Hi, not a bug but a feature. It's a consequence of wold designations. You can check them right a bit up from the building queue. Forge worlds replaces artisans with metallurgists, factory worlds does the opposite. You can mouse over them to see what eachone does and you can click them to change them to your liking. Good luck!
