I have vassals with limited diplomacy and restricted voting. The vassals are in my federation and must vote as I do. When I look at changing my federation type, the ui predicts they will vote against me and the vote will fail, when in actually it will always succeed.
Steps to reproduce the issue.
Have vassals with limited diplomacy or restricted voting.
Join federation with them
Attempt to change federation type.
Observe difference in predicted outcome with actual outcome
