Imperial Fiefdom Overlord won't release me when I don't have the origin [3.7.3] [462f]

Please explain your issue is in as much detail as possible.
I joined an Imperial Fiefdom Overlord (the AI with Imperial Fiefdom Origin was force spawned in) as a Vassal as a Broken Shackles empire. Ironic I know. When the balkanization event happens, I did not receive an opportunity to gain independence. This is despite the fact other AI who requested subjugation were automatically released. No players were vassals at this time.
Steps to reproduce the issue.
Force spawn AI Imperial Fiefdom. Request subjugation from Indolent Overlord. Let time tick over until the civil war event procs.
