Ideology CB vanishes if in a federation.
Only the president keeps the CB.

Steps to reproduce the issue.
Have liberation_wars policy. Join federation. Loose CBs.

Just a quick fix, but if you use the command line free_policies, toggle to another policy then back to liberation wars you should be good if it gets stuck. That being said, paradox please fix! The war related bugs are nearly game breaking.
