Please explain your issue is in as much detail as possible.
When enforcing the ideology cb the target empire doesn't change it's ethics. The empire I was at war in was also partially occupied by another empire in a conquest war (altough they didn't occupy any planets).

While I do use mods they only add buildings and change the UI, thus they shouldn't affect the government and CB's data files, at least to my knowledge.

Steps to reproduce the issue.
Having tried declaring wars and using the "debug_yesman" to enforce the cb instantly for testing purpouses I found that it doesn't work on any empire I'm in contact with. I also tried to end the original empires war before enforcing my own cb so they woudn't by occupied via tag-switching but no matter if they were at war or not, it still didn't work.

Had the same issue. Vanilla Stellaris. enforced Ideology casus belli. Got the +200 liberator opinion bonus but their ideology stayed the same

Target empire ethos; Fanatic spiritual, authoritarian. Civics; imperial cult and aristocratic elite.
My ethos; Fanatic materialist, egalitarian. Civics; Mechanist and Technocracy
Log file;
[18:02:43][government_restrictions.cpp:291]: Contradicting restrictions on ethic. All of (ethic_authoritarian, ethic_fanatic_authoritarian) are excluded by other restrictions.
[18:02:43][government_restrictions_solver.cpp:680]: Required ethic [ethic_egalitarian] is excluded by other restrictions

When editing the save file to swap authoritarian for pacifist, the same errors occur.
When swapping the civics for Cutthroat Politics and Efficient Bureaucracy, the ethics were changed, but not the civics.
When invalidating imperial cult and aristocratic elite by switching ethics to fanatic pacifist and egalitarian, the same errors occur.

I'm guessing that the code was changed to only switch ethics, not civics, but that now causes an exception when the new ethics are incompatible with the old civics.

For now, the error can be fixed by swapping

Well that was throughout. I hope they'll fix it soon in the upcoming patch if it's that simple.

For me the error occured when I was an egalitarian, xenophile pacifist with the meritocracy and beacon of liberty civics, if that information will be of any use.

I'm also having this problem. Turning mods off still has the problem.

@dekeche - Could you post your fix as a mod, perhaps?

EDIT: In the meantime, I've also mentioned your solution to Glavius to see if perhaps he can insert it into the Glavius AI mod, as apparently he already did something similar for assimilation issues.

No, as my experiments show, the ethics don't change due to an error (shows up in the logs), that appears to be triggered when the current civics are invalid. If it was just a code change, under no circumstances would their be an ethics change.
