I can 'steal' the special project for another empire with the On The Shoulders of Giants origin

Please explain your issue is in as much detail as possible.
The 'On the Shoulders of Giants' origin has a quest chain which, upon completion, generates a star system that the empire is supposed to visit. If an empire I am not playing finishes the quest chain, but I enter the system before them, the game awards me the 'Ouroboros' special project and the text reads as if my empire is the 'On the Shoulders of Giants' origin empire, which is incorrect.
Steps to reproduce the issue.
1. Create an empire that doesn't have the 'On the Shoulders of Giants' origin.
2. Start a game containing an AI empire with the 'On the Shoulders of Giants' origin.
3. Wait for said AI player to finish its quest chain, which causes the special system to generate.
4. Send a science ship into the special system before said AI player has a chance to.
5. Note the pop-up, also situation log.
Only using visual mods. Playing ironman mode.
See the screenshots and save game attached. I am playing as the post-apocalyptic empire. My neighbor, the Confederation of Sila, is the 'On the Shoulders of Giants' empire. I sent my science ship into the unsurveyed system before they did and stole their special project.
