Please explain your issue is in as much detail as possible.
It took both Hyperlane Breach Points and Interstellar Economics to unlock the Hyperlane Register starbase building. The indicator in the game is that I only need Interstellar Economics. I couldn't build it in either a replacement capacity or in an empty slot.

Steps to reproduce the issue.
I researched Interstellar Economics without researching Hyperlane Breach Point.
