Please explain your issue is in as much detail as possible.
Horde's rebels are impossible to engage in diplomacy even after the Khan is defeated. Nothing happens when click on their planet, they are missing from contact list whatsoever

Steps to reproduce the issue.
1. Wait for the horde to appear
2. Wait for the horde rebel to appear
3. Kill Khan.

This is working as designed.

The Horde needs some time to figure things out after the death of their beloved Khan, they will not become a regular empire overnight. This process usually takes about a year (+- a few months) afterwards depending on the outcome you should get an event depicting what happened to the horde after the Khans death.
