Please explain your issue is in as much detail as possible.
Go to Stellaris/common/traditions and open the file for harmony. Then look at each tradition and find the ones that don't have a 'modifier' clause (and don't inherit effects). Specifically, integrated preservation under synchronicity (the one I tested) doesn't do what it says.

Hi, thanks for your report, but this is not a bug. Thee effect of this tradition is added in the pop_jobs, not in the traditions files.

But it's not working? My bureaucrats produce 15 capacity before and after.
Edit: Nevermind, it modifies the total capacity rather than the job's capacity so I was confused that nothing changed there. This can be closed.
