Please explain your issue is in as much detail as possible.
I was going into a local system to upgrade a spaceport, when I got an odd flashing green overlay in the system. It persisted when going back to galaxy view and returning to the system view (it wasn't in galaxy view, but was still in system view upon return). No other systems appeared to be affected. Restarting the game appears to have fixed the issue for now.

Steps to reproduce the issue.
I'm not really sure what is causing it, thus I do not know how to reproduce the issue.

I was getting this same error on my game as well. Restarting also fixed the issue for me.
