Please explain your issue is in as much detail as possible.
Playing as tree of life an event happenend where a scientist became spiritualist and that lead to every pop becoming non gestalt consciousness, me being able to build city districts and more

Steps to reproduce the issue.
use the before proc save and on the event chose the last option that gives 1500 unity

Did you play this game on 2.6.0 before? That event chain is specifically forbidden to Gestalt empires, but this was broken in 2.6.0. If you started it in that build and then moved to 2.6.1, with the chain already active, this is what happens if you choose that option.
