Please explain your issue is in as much detail as possible.
Available gene-modification points alert breaks if you have too many pop types. Literally every game. Since the start of playing Stellaris.

Steps to reproduce the issue.
Have >20 pop types. This also reliably breaks migration (not migration treaties; they still work, but internal migration).
