GAMEBREAKING Bug! - Planetary Rings won't let me win a war [no Mods]

Hi! I can't end the war with my wargoals. The enemy says that I didn't occupy a planet and a system. After checking some things, the only thing in common for that bug to happen is that there is a planetary ring structure inside the system. The rings were build from my vassals, but lost their system either in war or through a revolt.
Now the problem is, that the system and all planets belong to the one I attack, but the planetary ring still belongs to the one that build it. Even in peace the ring still belongs to the one that constructed it.
Therefore it says that I havent occupied the system, even though did.
Kinda like an immortal bug for them and gamebreaking for me.
