Game starts and freezes on loading screen

Eh, can't really tell as game won't even start - but it's the latest version. I also tried to rollback to 3.7.2 - but to no avail

So, I just start the game and it won't even start
I tried to reinstal the game, I checked in Local files - Verify integrity of game cache. I tried to add or remove mods, but in the end it won't start at all. When I press play it starts to play music, the progress bar appears but never progresses (as seen in the screenshot). Plz help
