Please explain your issue is in as much detail as possible.
If the user manually edits user_empire_designs.txt the user can start the game with "civic_galactic_sovereign" which is only intended for the galactic emperor, not intended to be a starting civic.

Steps to reproduce the issue.
1. create a new empire, save and quit
2. open user_empire_designs.txt in a text editor
3. replace a civic with "civic_galactic_sovereign"
4. start the game, choose the edited empire.
5. the game fails to check that galactic sovereign is a valid starting civic

This isn't a bug, it's a feature, as it lets people test out modding for imperial stuffs without having to either use a billion console commands or achieve it legitimately. also since this will never occur on it's own without a player forcing it i would say this doesn't need to be removed even if it could be called a bug.
